Government of the PRC is divided between the Communist Party of China (CPC), the State, and the Peoples’ Liberation Army (PLA).
The foundation of government and the only legislative body in the PRC is the National People’s Congress of 3000 elected deputies, who serve for 5 years and meet for two weeks 2 weeks every Spring. They appoint the President of the State, The State Council (Central Government), the Central Military Commission (which governs the armed forces), the Supreme Peoples’ Court and the Supreme Peoples’ Procuratorate. The State Council is led by the Premier and directly supervises 28 ministries and commissions and 36 offices.
National government structures are mirrored at provincial and more local levels. Effectively, to be a viable candidate for election at any level, you must join the Communist Party of China (CPC). The Party has 73 million members (5.5% of the population) and its own pyramid of representative elections, congresses and committees. The Party - and thus the State - is ultimately ruled by the 9 members of the Standing Committee of the Politburo of the Communist Party of China.
