Joe Moynihan › Chief Executive Officer, Jersey Finance

With a career in financial services spanning four decades, Joe has a strong commitment to the future success of the industry in Jersey.
Joe commenced his professional life in the banking sector, rising to the position of CEO of Jersey and the Isle of Man for a major bank, which included responsibilities for trusts and investments. In recent years, he expanded his focus as Director of Financial Services within the Government of Jersey, where he worked closely with industry and regulator to ensure the island’s position as a leading international finance centre. Before joining Jersey Finance in February 2019, Joe was working to establish high-reputation regulatory frameworks and business models for IFCs in the Middle East and Africa. He is a board director of the World Alliance of International Finance Centers (WAIFC).

An joined Jersey Finance in May 2016 as the Business Development Director for Asia and is now based in our Middle East Regional Hub office, in the DIFC in Dubai.
An studied law in Belgium at the University of Leuven including one Erasmus exchange year at Queen Mary and Westfield College in London. She subsequently did an LLM in international business law at Trinity College Dublin.
An qualified as a lawyer in Belgium before moving to Dublin to work in the international business team of the law firm Matheson. In 2009, she went to work for ATC Corporate Services in Luxembourg as a corporate lawyer and later as a business unit manager. After a shareholding change in 2013, ATC Corporate Services merged with the Intertrust Group. An joined the Intertrust Hong Kong office in 2014 as a business unit director for the European and the private equity team.
Faizal Bhana › Director – Middle East, Africa and India, Jersey Finance

Faizal is a UK qualified lawyer and for many years has worked and advised, and is a trusted advisor to institutions, corporates and families across the Middle East, Africa and India. Faizal specialises in banking and finance and has advised corporates, family offices and families including on their international investment and holding structures.
Faizal is responsible for developing the strategy for Jersey Finance’s engagement in Africa, the Middle East and India. He is focussed on his key markets, regularly travelling to all these countries, liaising and working with key stakeholders, including public and private institutions, corporates and families, building long-term mutually beneficial relationships.

Dr. Ryan Lemand Co-Founder and CEO, Neovision Wealth Management
Dr. Ryan Lemand is the Co-Founder and CEO of Neovision Wealth Management, a financial services firm regulated by the Abu Dhabi Global Market (ADGM). He is also an independent advisor and board director for multiple companies. Formerly, Dr. Lemand was the CEO of ADS Investment Solutions (ADSI), growing it into one of ADGM's largest fund management companies. His career includes serving as Senior Advisor and Head of Risk Management at the UAE's Securities & Commodities Authority, where he contributed to key financial regulations. He also managed a €14.6 billion credit derivatives portfolio at Fortis Investments. Dr. Lemand has served on various boards and is approved by several global regulatory authorities, including in Hong Kong, Singapore, and Abu Dhabi. He holds a PhD in Financial Econometrics from École Normale Supérieure, France, and is a published author. He speaks French, English, and Arabic and frequently contributes to financial discussions globally.

Simon Penney CMG CEO, Incrementum ME
Simon has spent much of his career working in the Gulf, initially in the private sector before taking on the role of the UK’s Trade Commissioner to the Middle East. Simon was a senior banker for over twenty years, becoming the regional CEO of Royal Bank of Scotland before joining the UAE’s First Gulf Bank as the CEO of its corporate and investment bank. Simon moved into the UK public sector as the first HM Trade Commissioner in 2018, a role he undertook through to 2023 before returning to the private sector. As HM Trade Commissioner, Simon worked with ministers and officials from all six Gulf countries to expand trade and investment ties. Recognising the UK’s commercial success was linked to the strength of the diplomatic relationships, Simon built deep commercial and political relationships at the highest levels.

Bryan Stirewalt Financial Services Regulatory Leader, Ernst and Young Consulting
Bryan Stirewalt has more than 35 years of experience in financial services across the public and private sectors—including 25 years of international experience in Europe, the Middle East, and Asia. He is currently the Financial Services Regulatory Leader for EY. Bryan also serves as an independent director of the Astana Financial Services Authority. Prior joining EY, Bryan spent more than 14 years at the Dubai Financial Services Authority (DFSA), most recently as its Chief Executive. As Chief Executive, he was responsible for the regulation and supervision of more than 500 authorized firms operating in the Dubai International Financial Center (DIFC). He ensured the DFSA implemented leading international standards and meeting expectations for global best practices. Bryan led the DFSA as the organization developed its approach to new and innovative financial sector entrants and new financial products such as digital assets, including cryptocurrencies.
