This session will look at fund domiciliation and the evolution of international financial centres, and crucially, the issues that affect alternative investment fund managers in the US, including various challenges and opportunities in raising funds overseas.
Topics for discussion will include access to Europe for US fund managers and the sunset of reverse solicitation, political challenges and blacklisting threats, substance legislation, the corporate securitization market, and factors that need to be considered when selecting a jurisdiction.

Elliot Refson Head of Funds, Jersey Finance
Elliot is focussed on defining strategy and execution of marketing Jersey as both a domicile and destination for Hedge and Private Equity Management Companies and Funds. Elliot moved to Jersey in 2006 to establish a Macro strategy Hedge Fund under the Ermitage umbrella for whom he also seeded other Macro / CTA strategy Hedge Funds. Elliot founded the Jersey Hedge Fund Managers Group aimed at linking the growing community of local Managers and is a committee member of the Jersey Funds Association and the BVCA Channel Islands working group.
Philip Pirecki Business Development - The Americas, Jersey Finance
Philip is a financial industry and asset management executive, strategist and innovator, with more than 20 years of professional experience that includes investment banking, investment management, consulting, auditing and accounting. Prior to joining Jersey Finance, Philip was a Partner and Director of Silver Sail Advisors LLP, a London based independent investment advisory firm focused on the global automotive and industrial sectors, with a particular emphasis on China. Before that, he was a Partner and COO at Silverstone Capital LLP, a hedge fund group based in London; an equity research analyst at UBS Investment Bank in New York; and a manager in forensic accounting and auditing at PricewaterhouseCoopers in New York and Seattle. Philip is a graduate of the University of Southern California and spent six years in the United States Marine Corps.
Susan Barreto Editor, Alternatives Watch
Susan Barreto is an award-winning journalist who has worked for a number of global financial publications including Pensions & Investments, HFM Week, Absolute Return, InvestHedge and Lipper HedgeWorld. Much of her career has been covering the global finance industry with an institutional investment focus covering pensions, endowments, foundations and family offices for more than two decades. She has covered hedge fund strategies most recently as Editor-at-Large for HFM Global.
Ian Horswell Global Head of Business Development, Suntera Global
Ian joined Suntera Global in January 2022 as Global Head of Business Development for the Fund Services division. He is responsible for cross-jurisdictional business development activities that support the division’s ambitious growth plans. Ian has over 20 years’ experience in the fund industry and has worked on anything between single asset holding vehicles and large complex structures for both closed and open-ended funds. He has a wealth of knowledge and experience in providing solutions for start-up managers for traditional, listed and authorised funds across a variety of asset classes including digital, real assets, private equity, debt and the more specialised niche esoteric assets. Prior to joining Suntera Global, Ian worked for a multi-jurisdictional administrator where he was responsible for European business development initiatives.
Kelsey Warkentin Vice President, Private Equity Sales, J.P. Morgan
Kelsey Warkentin works on the global private equity sales team within Platform Sales – Securities Services, based in New York. She focuses on selling J.P. Morgan’s fund administration, custody, depositary services, prime brokerage and financing offerings to private equity and alternatives firms in the U.S. Kelsey has been with J.P. Morgan since 2015 where she started as a member of the asset owners sales team selling custody, portfolio administration and other post-trade services to limited partners. Prior to J.P. Morgan, Kelsey worked in investor relations at a global macro-oriented hedge fund, Graham Capital Management. Kelsey is a member of J.P. Morgan’s Business Resource Group, Women on the Move, as a Project Manager. She is also a member of the Women in Sales career development committee. Outside of J.P. Morgan, she is the Chair of the Associate Board at Minds Matter, a nonprofit dedicated to mentoring underrepresented high school students in NYC.
Andrew Raby Partner
Alternative investment managers rely on Andrew Raby for strategic advice on the formation, structuring and operation of private investment funds and their management companies. His clients include sponsors of hedge funds, private equity funds, real estate funds, commodity pools, funds of funds, and various related vehicles and managed account structures. Andrew’s advice often focuses on the structural, regulatory and compliance issues related to operating private investment funds. Andrew also counsels institutional investors such as pension plans, endowments, foundations and others on their alternative investments.
Richard Corrigan Director-General, Government of Jersey
Richard joined the Government of Jersey in April 2017 and leads a team of officials responsible for Ministerial advice, policy, and legislation across all areas of the economy. As a member of the Government of Jersey Executive Leadership Team Richard also has strategic line of sight to the broader social, environmental and infrastructure issues for the island, including the critical responsibility of corporate parent. Earlier in his career Richard worked in the banking sector with Natwest and latterly, Barclays, with time spent in the United Kingdom, Crown Dependencies, Middle East, and Asia. Richard joined Jersey Finance in 2012 to develop and provide advocacy for the island’s financial and professional services sector internationally. Richard has served as board director for various trust company, fund services and investment management businesses. Professionally, he is a member of both the Institute of Directors and the Institute of Financial Services.
