Entitled ‘Clear Direction’, the 2016 Jersey Finance Annual London Funds Conference will take place on 3 March at the award winning 8 Northumberland Avenue, and will bring together a range of world-class funds professionals to discuss the key issues currently shaping the global funds landscape.

The conference will include keynote speeches from Director of the OECD’s Center for Tax Policy, Pascal Saint-Amans, who will present on the Base Erosion and Profit Shifting (BEPS) project, and renowned broadcaster, Nick Robinson, who will offer his insights into current UK and global political trends.

Featuring two discussion sessions involving a number of experts in their field, the half-day event will examine global trends right across the alternative funds spectrum, including real estate, private equity, hedge, debt and infrastructure. Speakers will provide an insight into Jersey’s role as a centre for fund servicing and management, and in supporting funds flows spanning Asia, the GCC, Europe, Africa and the US. Behavioural economist and award-winning Financial Times columnist, Tim Harford, is also set to deliver the closing address.

Set to attract a broad range of funds practitioners including lawyers, fund managers and other finance professionals, the conference will, in addition, provide plenty of opportunities to network.

Serving for a decade in the role he went on to become one of the broadcaster’s most popular correspondents.

After studying PPE at Oxford, Nick was inspired to go into broadcasting by the legendary Today presenter and family friend, Brian Redhead. He gained production experience on Brass Tacks, Newsround and Crimewatch, and got his first presenting credits on Radio 5Live. A former Deputy Editor of On The Record and Panorama, Nick is one of several to have switched from working behind the camera to appearing on-screen. 

Nick reported on Prime Minister’s Questions and fronted Westminster Live before becoming the nation’s favourite political correspondent. He cemented his reputation in the 2010 and 2015 General Elections, guiding his audience through every twist and turn of the historic events with a sharp insight and a welcome wit. He brings the same insight to his books, Live from Downing Street - The Inside Story of Politics and the Media, and Election Notebook: The Inside Story Of The Battle Over Britain's Future And My Personal Battle To Report It which not only looks at the tumultuous 2015 campaign, but also Nick’s struggle with cancer and the treatment that resulted in the loss of his voice. In ten years as Editor he covered the Blair, Brown and Cameron administrations, and famously clashed with George W Bush.

As well as almost 20 years of standing outside Number 10, Nick has appeared on Have I Got News For You, competed in University Challenge - The Professionals, and indulged his passion for Manchester United in an exclusive one-off interview, Sir Alex Ferguson: Secrets of Success. Pascal Saint-Amans

Pascal Saint-Amans

Pascal Saint-Amans took on his duties as Director of the Centre for Tax Policy and Administration at the OECD on 1 February 2012. Mr. Saint-Amans, a French national, joined the OECD in September 2007 as Head of the International Co-operation and Tax Competition Division in the CTPA.  He played a key role in the advancement of the OECD tax transparency agenda in the context of the G20.  In October 2009 he was appointed Head of the Global Forum Division, created to service the Global Forum on Transparency and Exchange of Information for Tax Purposes, a programme with the participation of over 100 countries.

Mr. Saint-Amans graduated from the National School of Administration (ENA) in 1996, and was an official in the French Ministry for Finance for nearly a decade.  He held various positions within the Treasury, including heading the supervision of  the EU work on direct taxes and overseeing  legislation and policy on wealth tax and mergers and spin offs.  He was also the head of tax treaty negotiations and mutual agreement procedures.  In this capacity, he participated in the OECD Working Party No. 1 of the Committee on Fiscal Affairs as the delegate for France before being elected Chair of WP1 in 2005.  He was also a member of the UN Group of Experts on International Co-operation in Tax Matters, becoming a “rapporteur” in 2006.  Before leaving government service, he was Deputy Director in charge of litigation at the Direction Générale des Impôts.

Mr. Saint-Amans also served as Financial Director of the Energy Regulation Committee between 1999 and 2002 and was responsible for the introduction of new electricity tariffs.

Having earned a degree in history, Mr. Saint-Amans also received a degree from the Institut d’études politiques of Paris.

In January 2015, Bill was promoted to Head of Real Assets – a new role, under which the company’s direct investment capabilities in property and infrastructure have been brought together as one team for the very first time.

Joining the business at the end of 2007 as Managing Director of Legal & General Property (LGP), Bill Hughes has overseen the doubling of the company’s real estate assets under management, growing to £15.5bn as at the end of 2014. He has also headed up the establishment of its lending arm, Commercial Lending Limited (CLL), which has concluded over £1bn of debt deals to date. In the past two years, LGIM’s infrastructure team has concluded around £800m of loans.

Before joining L&G, Bill previously held the position of UK Head of Real Estate at RREEF, the Real Estate Fund Management business of Deutsche Bank. Prior to that Bill was Deputy Managing Director and Head of Research at Schroder Property Investment Management.

Between July 2012 and July 2015, Bill formed part of the Presidential team of the British Property Federation (BPF), a membership organisation devoted to representing the interests of all those involved in real estate ownership and investment in the UK.

In 2014 he was appointed by Sir Michael Lyons to the Lyons Housing Review panel, an independent review which drew up the road map of the changes to housing and planning policies and practice that are required to increasing housing supply to 200,000 homes a year by 2020.

Additionally, Bill attends the Bank of England Commercial Property Forum and the Bank of England Residential Property Forum. He is an Associate of the Society of Investment Professionals and an Honorary Fellow of the College of Estate Management.

Dr Tim Hames

Tim Hames has been Director General of the British Private Equity and Venture Capital Association (BVCA) since May 2013. He was previously Deputy CEO and Director of Policy at the organisation. His first career was as an academic at Oxford University where he was a lecturer in politics, having previously been an undergraduate and graduate student at the university. He specialised in American government and also taught British government and politics. He has almost thirty publications in various books and scholarly journals on American and British public policy. In 1996 he became a journalist at The Times where he was ultimately the chief editorial writer, a political columnist, an assistant editor and edited the newspaper as a whole on numerous occasions. In 2009-2010 he was the first special adviser to the Speaker of the House of Commons and responsible for pursuing a wide-ranging programme of parliamentary reform. He came to the BVCA as then Head of Public Affairs, Communications and Campaigns in July 2010. Tim is an Honorary Visiting Fellow of De Montfort University and a Fellow of the Institute of Travel and Tourism.

Paul acts as CFO of Systematica Investments. Systematica launched in January 2015 after a decade of experience within BlueCrest Capital Management, to focus on rigorously applying science and technology to the investment process. The firm was founded by Leda Braga and manages approximately $8.5bn (as at 1 September 2015) across a number of futures and equity based strategies. The philosophy of the firm is one of innovation, excellence in research and a commitment to fostering strong alignment with investors.

Former Head of Product Control, at BlueCrest. Paul joined BlueCrest in 2006. In eight years he covered all functional areas and all funds within the BlueCrest Product Control function having previously been a Product Control manager at Goldman Sachs for three years focussing on equity derivatives trading. Paul trained as a Chartered Accountant at Ernst and Young within their Corporate Tax business, qualifying as an ACA in Jan 2004. He holds a BSc (Hons) in Marine Biology from Newcastle University.

Ben is the current Chairman of the Jersey Funds Association. A partner and head of the funds practice area at Mourant Ozannes in Jersey, Ben has extensive experience in investment funds, capital markets and structured finance. Having qualified as an English solicitor with Speechly Bircham in London, he returned to Jersey to join Mourant Ozannes in 1997. He became a partner at the firm in 2002 and has headed its global funds practice area since 2008, specialising in private equity and real estate funds work. Ben has been a frequent participant in local industry working groups looking at key regulatory changes, including most recently the implementation of the EU Alternative Investment Manager's Directive (AIFMD). He was appointed Chairman of the Jersey Funds Association in July 2013.
