The last event in our exclusive events in South Africa this month, we are proud to be hosting an invitation-only networking breakfast which will include an insightful panel discussion on the UK’s non-dom regime.

The event will open with welcome addresses from Harry Joffe, STEP Council Representative for Africa & Middle East and Jersey Finance’s Market Development lead in South Africa, Dr Rufaro Nyakatawa.

Officers from the Government of Jersey will then deliver a presentation on the relationship between Jersey and South Africa, highlighting the growing appeal of Jersey as an international finance centre of choice for South African advisers and their clients.

The in-depth panel discussion exploring the implications of the UK’s tax changes and non-dom regime will follow. Moderated by Harry Joffe, our expert panellists are Dean Douglas, Director at IQ-EQ (Jersey) and Catherine de Maid, Partner at Burges Salmon.

A delegation of senior representatives from financial services firms in Jersey will also be in attendance.

Dr Rufaro Nyakatawa › Market Development Consultant – Africa, Jersey Finance

Based in Johannesburg, Dr Rufaro Nyakatawa’s primary focus is developing the strategy for Jersey Finance’s engagement in the South African market. She also plays a vital role in supporting the organisation’s wider activity across the continent.

Dr Nyakatawa is a multifaceted business consultant with more than 20 years’ experience working in financial services, specifically wealth management in large financial services companies in South Africa and across Africa. She joined Jersey Finance in 2021 and is responsible for market development in Africa, currently with a primary focus on South Africa.

An international speaker and thought leader, Dr Nyakatawa has been interviewed on various platforms including the BBC, CNBC, ENCA and various publications. She champions women’s issues as an Advisory Board Member of Women in Tech (SA Chapter) and an International Campaign Advisor for the Cherie Blair Foundation’s 100,000 Women Campaign Board, among others. She was recently elected by members to the Board of Directors of the Financial Planning Institute of Southern Africa(FPI), she is a Non-Executive Director at Masthead and is a Certified Financial Planner (CFP®), CFA member and SAVCA member. She holds an MBA and PhD from the University of Cape Town.

Chris Jenkins › Global Head of Market Development

Chris joined Jersey Finance in April 2024 and has 30 years of international financial services experience, with particular expertise in the digital and fintech space.

In his role as Global Head of Market Development, Chris has a pivotal role as part of Jersey Finance’s leadership team, overseeing the organisation’s global team of market development specialists in key strategic markets, including Asia, the Middle East, Africa, the US and the UK.

Chris has been working in financial services for 30 years starting in the City of London, before moving to Hong Kong. He spent many years in Asia and has worked extensively across multiple overseas markets. He moved to Jersey in 2015 working for a financial technology firm, running the client-facing functions globally and acting as a member of the executive team.

 

Harry Joffe

Harry Joffe Head of Legal Services, Discovery Life

Harry Joffe is Head of Legal Services at Discovery Life and has 20 years’ experience in estate planning, tax, trusts and insurance matters. He frequently runs training sessions all over South Africa for large groups of financial advisors, trustees and representatives of trust companies in these fields. Harry is the convener of the ASISA [body of all insurance, mutual fund and linked product companies in South Africa] sub-committee on policyholder tax matters. He also frequently writes articles for the Insurance and Tax magazine as well as the STEP Journal. He has been published in De Rebus, the South African Attorney’s magazine. He had a monthly column in the Sunday Times money section. He has spoken about tax, trusts and estate planning issues on Talk Radio 702 and has frequently appeared on TV programs such as Business Day TV and CNBC Africa. He generally appears on Business Day TV every 6-8 weeks.

Frederick Holmes

Frederick Holmes Principal External Relations Officer – Ministry of External Relations, Government of Jersey

Freddie is responsible for the leadership and management of the International Relations and Trade teams and sits on the departments Senior Management Team. This includes the development and implementation of the Government’s international relations and trade strategies and coordinating the Island’s political, diplomatic, and economic links to priority jurisdictions across the globe to maximise positive visibility, access to key decision makers and enhance its international treaty network.
Freddie has been with Government for just under eight years, four years of which were spent developing the island’s diplomatic and economic links with sub-Saharan Africa. Prior to joining the Government of Jersey, he had a ten-year career in Financial Services as both a Charted Wealth Manager and Investment Risk Manager including roles at Deutch Bank, SG Kleinwort Hambros, UBS and most recently Standard Bank Group.

Joe Pennell

Joe Pennell Principal External Relations Officer – Ministry of External Relations, Government of Jersey

Joe joined the Government of Jersey’s London Office in 2018. He is currently responsible for managing the Island’s international agreements programme alongside overseeing priority country relationships in Sub-Saharan Africa, North Africa, and the Middle East. Joe also leads the Ministry’s engagement with the UK Foreign, Commonwealth and Development Office and with inter-governmental bodies. In previous roles with the Government of Jersey, he was responsible for Jersey’s interaction with UK Government, UK Parliament and the British-Irish Council. Prior to the Government of Jersey, Joe worked in Westminster as a Policy Researcher and Advisor for two different Members of Parliament.

Catherine de Maid

Catherine de Maid Partner, Burges Salmon LLP

Catherine is a partner in the international private client team at Burges Salmon, and she heads the philanthropy and charity team. Catherine specialises in international tax, trusts and estate planning advice for a wide range of clients, from high net worth individuals to leading private banks and other financial institutions. Catherine has a particular focus on advising South African clients, having lived and worked in South Africa for thirteen years. She is ranked in Chambers as a foreign expert in South Africa where she is highlighted for her expertise in South African matters, particularly in South African-UK taxation.

Dean Douglas

Dean Douglas Director, Private Wealth, IQ-EQ

Dean is a fellow of the Association of Chartered Certified Accountants and a member of the Society of Trust and Estate Practitioners (STEP). He qualified as an accountant with Deloitte in 2003, having gained valuable experience whilst auditing a wide variety of offshore financial institutions and structures. Since joining IQ-EQ in 2002, Dean has held various positions whilst gaining significant to private client structuring, both from an accounting as well as an administration perspective. Dean enjoys working with international families to develop structures that meet their needs across different countries and providing ongoing advice, sometimes in conjunction with the family office, as the family’s needs change over time. Dean is also a member of the Jersey Board which oversees the running and development of the Jersey business.
