STEP Jersey: What happens when a jurisdiction introduces a new regulatory framework for charities?
This breakfast seminar will take a comparative law approach, hearing from a Scottish practitioner on the experience of the creation of Scotland’s framework for charities, with its regulator now approaching its 12th anniversary. Legislation in 2005 established a new charity regulator and charity register in Scotland.

This event will also set the tone for the kind of relationship the regulator has developed with the charity sector in Scotland, including the prominence given to technology and social media as enablers. With Jersey’s Charities (Jersey) Law 2014 establishing the role of Jersey Charity Commissioner and framework for regulation, this is a good moment to reflect on experience from another jurisdiction.

Julie Hutchison has 19 years of experience in specialist roles across law, tax, financial planning and investments. After graduating with a First in Law from the University of Edinburgh and qualifying as a lawyer, Julie specialised in private client work, including philanthropy and the creation and management of charities, spending six years with a specialist law firm in Scotland before joining Standard Life in 2004. Julie is currently on a part-time apprenticeship with OSCR, the Scottish charity regulator, supporting the creation of its first Investment Guidance for charities in Scotland. As the Charities Specialist at Standard Life Wealth, Julie supports charity clients with governance and policy issues, including ethical considerations affecting their investment portfolio, of increasing importance in terms of reputation management. Julie is a former charity trustee and currently sits on the finance committee of the Lake District Calvert Trust and the Church of Scotland Working Group on Fossil Fuel Investment. Julie is a TEP and spent several years on STEP’s Professional Development Committee, latterly as Deputy Chair. Julie’s work supporting STEP’s education programme has included the creation of three qualifications, the most recent being The Informed Trustee, an innovative online course for aspiring and experienced charity trustees across the UK, of which she is the Founding Editor.
